Gov. Kathy Hochul signed Carlos’ Law

On December 23, 2022, Gov. Kathy Hochul signed Carlos’ Law which increases penalties for criminal corporate liability for the death or serious physical injury of an employee to a fine of up to $500,000. The bill was named after construction worker Carlos Moncoya, who died on the job in Manhattan in 2015.

Brooklyn District Attorney Eric Gonzalez said: “This verdict should send a strong message that when contractors cut corners and put their workers’ safety at risk — they will face serious and criminal repercussions.”
